OOC: well ive noticed that there seems (but i might be wrong) no offical rules of Combat. this treaty is for that all whom sign it would follow it anyone brakeing it would well that can be decided when the Treaty is made.
For anyone in the Shinzu War then you can always try and work this to your advatage. this Treaty does not mean that your allied to anyone just that you will follow simple rulez of combat from plantary invasion/bombings to anythign elce. this is just the sign up (to see if it worth me sitting down for an hour or two writeing up the treaty) if theres a good amount of people then it will be put forward if not well.....

well the more people i have and more ideas they throw at me the better but the basics are things like:

Plantary Bombardments:
WMD to be used under Extreame reasons (fussion antimatter etc)
Civilan Target to be targeted on under Extreame Reasons (such as the target is a major threat)
Death toll of Populase not to grow more then X% (well whats the point killing them off there useful)
Planet Killers Forbiden or to be used only if judge to costly to take (this includes destroying a Sun Bio weapons etc,)

i cant think of anymore off the top of my head
