The Empire of Benicius has for several years suffered from the presence of illegal fishing boats in territorial waters. Despite efforts to turn these boats away, they continuousy return and in greater numbers.

Short of actually sinking these illegal fishing vessels the Minister for Fisheries has asked the Minister for International Affairs to seek external advice on how to deal with the ever increasing problem.

The situation is extremely serious given the vast number of illegal fishing boats in Benician waters. As many nation states will know the world has limited resources - including marine life - and over-fishing of our waters is unsustainable and damaging to the eco system.

Advice is welcome from all nation states.

First of all Benicius, you dont have a navy yet remember we destroyed it in the waters off of Che!!, EVERYONE dont take this puss seriously. He wont even acknowledge the massive blockade of his nation and the thousands of weapons that were being used against him. If you do not accepet defeat then we will have no choice to begin full-scale invasion of your pethitic defense which will be smashed.

Board, seize, and keep the ships, and charge the crews with illegal fishing. Do it often and let it be known.


EDIT: If he has no navy, he can charter fast private craft to transport teams of marines.

If any Benicius ships are seen they will be sunk with no questions asked. 10 Los Angeles Class Submarine's and 4 Nimitz Class Aircraft Carrier's loaded with 180 in all MiG-29's are now patroling the cost of Benicius and bombing the last small ports under the Benician flag.
