Minister Scottford von Harrisburg
"Good evening. Over the last few weeks, as many of the nations of the world are aware, we have taken a new interest in attracting members of non-human races to Edolia, especially Elves and catpeople, also known as Nekos. Recently we have become aware of a large civil war raging in the Disputed Territories of Cyberutopia and the difficulties that this war has caused for the nation's catpeople. We have been informed by sources inside the catperson community of Cyberutopia that a sizable number of catpersons would be willing to immigrate to Edolia. Our intelligence suggests that a medium sized military force could be landed on Cyberutopia to establish a temporary base for the evacuation of the nation's Neko population."

Four days after the speech, a small fleet carrying 16,000 Edolian soldiers along with 200 B-1 Imperiun tanks and 80 Gryphon-II helicopter gunships begins sailing towards Cyberutopia. The group is escorted by 10 Pythonia class destroyers and 20 Landia class missile boats. The plan is to establish a base on an uninhabited part of the coast where we can begin peaceful rescue operations. Elves and other non-humans in Cyberutopia are also to be targetted for rescue operations.

A message is sent to all Cyberutopian factions and other factions with a stake in the country that the Edolian expeditionary force is operating for the sole purpose of rescuing as many catpeople and other non-humans as possible.

The majority of the factions of Cyberutopia were unable to respond, as nearly all communications were destroyed as a result of the Trasian Operation Dark Killing. Those that could respond expressed their thanks and sent a list of those wishing refuge in Edolia.

Refuge Count:

896 Elves
510 Catpeople

<<OOC: Is that the total number of people wishing to leave or simply the number who have left so far?>>

The Edolian expeditionary force has created a small makeshift town on the coast serving as a transit hub for Elves and catpeople wishing to leave Cyberutopia. Military perimeters have been set up in a one kilometer radius around the port though there is no expection of a military confrontation. The expeditionary force is currently waiting to see how many catpeople and elves will be coming back to Edolia before beginning rescue operations for humans. We do not want to be deluged by a massive flood of refugees. Because we are aware of the poor state of the communications in Cyberutopia, we have begun operations deeper into the country in an attempt to let non-humans to know of the opportunity to escape. We have also employed a number of Elven and Neko refugees to spread the word.

((The number that wish to leave. I'll leave the amount that have left up to you.))

As the word is spread, more nonhumans show interest in leaving the war-torn country. Some express their concern about getting through the everpresent skirmishes and their fear of getting caught in a crossfire or worse, being seen by a Hunter-Seeker.

Refuge Count:

1,012 Elves
644 Catpeople

As we find more and more people wishing to leave Cyberutopia, another contingent of 24,000 Edolian soldiers is being dispatched. We are also sending 500 GH-6 Hippogryph transport helicopters and 300 more Gryphon-II attack helicopters to extend rescue operations into the country.

Four more bases along the coast have been set up, each with 3,000 guards. This is an attempt to extend the reach of the operation and allow more people to have access to our refugee program. We are also extending the offer of haven in Edolia to all sentient peoples of Cyberutopia including humans. Anyone who wishes to leave the wartorn country is welcome to do so.

Plans are being drawn up to bring even more troops into Cyberutopia to establish refugee camps further inland. One idea is that Marxist International, a socialist charity and paramilitary organization based in Edolia could manage the operations.

More nonhumans accept the offer of refuge in Edolia, but most still prefer they were not seen, as the killing of nonhumans indiscriminantly has become common. Most humans in Cyberutopia have taken up arms against the tyrant's forces. The bases are left in relative peace, though word has reached the fighters that the Edolians have set up camp. A strict warning was sent to the leaders of the rescue operation by the Overlord Cortez, demanding that the evacuation stops, or else Hunter-Seekers will be employed against the refugees.

With the possibility of massacres against non-humans in Cyberutopia, plans to build new bases have been halted. However, secretly, 1,500 members of the highly elite Rabid Gerbils division of the Edolian Hellenic Corps are being moved into Cyberutopia. These troops will operate throughout the country and should be a match for the "Hunter-Seekers." However, the main goal is to protect non-humans from massacre. A message has been sent to the Overlord Cortez that the diversion of Hunter-Seekers to the hunt for non-humans would only loosen his grip on his country.

Communiqe From Overlord Cortez

"Hahaha, your threats are moot. I cannot loose any more control, I have totally lost control already! I know I'm not going to last much longer, hahaha, and I'm going to take as many of you as I can with me!"

Teams of the XIX Hellenic Corps division (1,500 soldiers), nicknamed the "Rabid Gerbils" are being dropped down into locations around Cyberutopia, generally in groups of 10-20. Their main mission is to locate groups of non-humans and protect them from Hunter-Seekers. Their secondary mission is to spread the word about Edolian refugee camps and contacting larger groups of Edolian soldiers who can help to pick up the refugees. Each soldier in the XIX division is trained to a level of perfection generally not seen and over a million dollars has been spent on each soldier, training and equipping them.

New refugees to Edolia are being housed in the city of Vacroburg where new Neko and Elven communities are forming in Edolia. They are being given initial construction jobs building large tanks to house Spacer porn stars in Edolia.
