This is not one of the Command and Conquer series of games, you do not "buy" infantry here. You just buy the firearms and you draft your population and train them.

You can just say you did, you don't need to do or post anything. However, you have to be reasonable on the level of training, you can't claim a whole army of special operations personnel you know.
