How do you get endorsed for proposals??

Only other WA members in your region can endorse you. A polite TG to your delegate or a polite message on your regional message board may get what you need, depending on your region's policy.
If you are planning to submit a proposal, it's a good idea to post a draft in the WA forum first. More experienced posters will help by telling you if it contradicts any WA rules. If you submit an illegal proposal, it gets deleted, so it's better not to submit it until you've done what you can to make it legal.
