No, this is a natural result of too many environmental regulations from the UN. It has become necessary to disguise the smokestacks of coal burning power plants as nuclear missles. When inspectors are not looking, the fake missle potion folds down and the CO2 exaust from the coal generator is vented out the chimney of the lower half of the fake missle.
