"The UNPOC" Proposal

This proposal will further democracy all over the world. We would very much appreciate your support and your encouragement toward your regional delagate to have this proposal turned into a resoultion. Search for , The UNPOC .
Here is the description portion:
All nations claming to be democratic will be required to submit to, and accommodate, UN representatives at all federal level elections to the extend and degree that this new wing of the organization deems necessary on a case-by-case bases. These United Nations Democratic Observers from the United Nations Political Observatory Commission (UNPOC) will be chosen in such a way as to ensure impartiality and avoid conflicts of interest.
Their mission in any election is to:
- Insure a democratic process on par or above international standards.
- Insure an impartial and free voting environment.
- Insure that there is no inappropriate conspiracy and a true competition between candidates.
- Insure the integrity and safety of ballots.
- Observe voter turnout, results and analyze these and other statistics and compose a full report.
Their powers/budget will include but may not be limited to:
- A constant and uncensored, unrestrained, line of audio and visual communicated with UN HQ and anywhere else in the world. They will be able to accurately report the on-goings of the any nations democratic process at any time.
- The necessary privileges of movement and access of a UN weapons inspector augmented and altered for strictly democratic/political, not military inspection.
- A lawful diplomatic immunity.
- The expected co-operation of local authorities in any lawful capacity in any ordered inspections of non-governmental organizations as long as it concerns the election process.
This proposal, if passed, will duly increase membership fees across the board; however any participating nation that causes extra expenses to the UN during the above mentioned will pay said expenses directly. ALL REPORTS WILL BE PUBLISHED GLOBALY IN FURTHER INSURE THE TRUTH OF ALL UN STATES DEMOCRATIC STATUS.

I see. That sounds like a good idea. Let's wrap up democratic nations in red tape without affecting any other political philosophy, and call that furtherment of democracy. I won't even mention your statement on membership fees.

Your proposal is ridiculous. However, the insurance industry in Fonzoland forces me to grant my support.

Forgive me, but... I'm not sure I exactly understand the intent of this proposal.

Is this proposal a way of ensuring that when a government does declare itself democratic, it will then be subject to a group of UN officials who will ensure that the democracy is free of corruption...?

If so, how would this proposal promote the spread of democracy to other, non-democratic nations? That is to say, if I were the sole and eternal ruler of my country, why would this proposal entice me to change my ways and create a democracy?

...Or do you mean to say that a corrupt democracy is not a democracy at all...?

Don't the UN Gnomes already do something like this, when they define nations' 'UN Categories' & levels of 'Political Rights'?
