Description: The cleanliness of our global environment is in dire need of attention. The duty of this new legislation is to improve the global environment so everyone can have a prosperous (and healthy) future.

Initiatives

-For all citizens who recycle at least 10 items a month, garbage collection fees will be cut 5-60%
-Impose stricter Air Quality rules over cities with citizens of 100,000
-Boost cleanup of toxic waste sites by increasing funding by 30%
-A $2500 tax write off for all who purchase new hybrid automobiles
-recycling refund (in all nations that participate), 2-8 cents for aluminum cans, 3-10 cents for glass items and 3-9 cents for plastic
-impose major fining on corporations that dump chemicals and other hazardous materials into waterways
-nations should take a slighty negative approach to new oil, gas, and coal power plats and a positive approach to renewable energy
-revise all air sanctions in all UN nations
-shoot for a combined total of funding (from all participatory nations) of $10 billion for a new International Hydrogen and Fusion Research Institute

It's just that the dollar and cent currency system isn't universal amongst NationState nations.

UN Taxation ban states that you cannot collect taxes from UN nations through the UN.

We already have an insane amount of water quality and dumping laws.

Ocean Country, why all these environmental proposals?

The environment is such a big problem these days...that's why we got rid of it in Dresophila Prime...problem solved.

Therefore, this proposal does not affect me in any way, and I cannot support it :D

Incorrect. You cannot tax citizens directly. Nations are fine.

While the DRA strongly supports feesible environmental initiatives, this resolution seems to provide very little in terms of new content. Most of this has already been addressed. Also there are a few problems with this resolution.


-For all citizens who recycle at least 10 items a month, garbage collection fees will be cut 5-60%

First off, recycling is manditory under a previous resolution so I expect that every household will be recycling 10 items.

Also, this would be very difficult to enforce for two reason. First, garbage collection is a municiple issue and in this organization you are talking about millions of cities.

Secondly, not all cities directly charge citizens for garbage collection, many just use property taxes to cover everything from snow plowing to paying people to ticket your illegally parked vehicles. Perhaps some kind of property tax rebate or reduction would make more sense here.


-A $2500 tax write off for all who purchase new hybrid automobiles

The DRA sees serious economic, scientific, and environmetal implications of instituting this clause. In fact my objection to this parallels an argument I have made for repealling resolution 18.

There are several problems with this idea. First, you give a tax write off to people who buy hybrid vehicles, but what about people who buy solar powered vehicles? What about people who buy purely electic vehicles? What about people who elect not to drive a vehicle at all? What about people who car pool? This resolution simply encourages everyone to go and buy a hybrid vehicle and fails to recognize that there are other environmentally friendly vehicles and other people who decide to carpool or not drive at all and thus add less or no pollution at all to the air.

If you give this tax credit to purchasers of hybrid vehicles, you will seriously hurt manufactures in the auto industry who make pure electric and solar automobiles as they will not be able to compete against manufactures of hybrid vehicles. This will also cause scientific research into better types of automobiles and new green technology to grind to a halt as all efforts will be shifted towards hybrid cars and alternatives will be ignored.

This is also problematic for nations whose scientists are experts in researching and designing solar powered vehicles but don't know much about hybrid vehicles. It would make more sense to encourage each nation to research into areas of green technology that its citizens have the most expertise in. Just as economies generally specialize in areas where they have a comparative advantage, scientific research should be directed in fields of green technology that the nation's researchers have the most knowledge and expertise about.

Since there is already an initative in your proposal to fine corporations for hazardous dumping, why not use the money from that to fund this institute and continue to use those fines to fund it. If necessary you can ask for a smaller contribution from member states to meet whatever the fines do not.

Since recycling is already manditory under a previous resolution I don't see the need for this.

Good idea, but in what ways. Emissions regulations? Better industrial filters? Perhaps a series of guidelines might be a good idea.

Another nice idea but this lacks teeth. This clause essentially tells nation to give power companies a slap on the wrist and say "I don't like you building another polluting power plant" but it doesn't actually force or even compel nations to begin to support the building of nuclear, hydro, solar, and wind power plants. If you want this clause to have any teeth it needs to be seriously reworded.


Again as I stated earlier, the DRA strongly supports environmental initiatives but this resolution rehashes old resolutions and has many flaws. This will not get our support.
