Hey, this prosal is my idea and I'm proud of it. My home region (Omerta Isola) is trying to expand to other regions and I would like to have imerpial states granted some rights. Also, my region (Veildor) needs people, so I am going to shamelessly pulg it.
But back to that matter @ hand, would you vote for my proposal and how would you change it for the better?
Imperial Rights and Abilities
A resolution to restrict political freedoms in the interest of law and order.

Description: Let it be known to all members of the United Nations that all regions and nations, when declared by Founder or Delegate to be an imperial region/state, are granted the following rights and abilities.
Article I- All nations/region have the right to colonize other peoples granted that no leadership is being demonstrated by the aforementioned colonized peoples.
Article II- The empires are allowed to exercise leadership over colonies until a time deemed fit by the members of the colonial region. The colony, however, must show active leadership, or the empire shall be allowed to re-colonize and reprimand offenders as they see fit.
Article III- Taxation is permitted over colonies, but only with representation in the original imperial region/nation. History has proven that taxation demands representation in some governmental body.
Article IV- Empires are given the right to oppress, though it is frowned upon. When oppressed, colonies that are strong enough shall surely rebel and are able to do so.
Article V- Dictation of colonial elections is hereby granted, but only when determined by a two-thirds majority of the empire that it will be detrimental to BOTH the empire AND the colony.
Reprimand Clause.
Any violators of this bill will be subject to ejection and further punishments by the United Nations. The violators will be stripped of their colonies, which will be granted freedom or given as mandates to other UN members, which ever is deemed fit by the current colonists.
Under this act, imperial colonies shall also be given the following rights and abilities.
The Right to Rebel - All colonies, when other means are exhausted, are hereby granted the right to rebel against an oppressor. The colonies, however, are subject to reprimand if the rebellion fails.
The Right to Trial - All members of colonies are granted a right to a fair trial before being reprimanded by a government.
The Right to Equality - Members of a colony are to be given any and all rights granted to the members of an imperial region/nation.
The Right to Departure - Any colonial is hereby given the right to leave, and take any others with them, to another region/nation. If this is the case, the empire has no right to pursue the refugees.
