REpealing the "Repeal" actions?

Why can't we repeal resolutions that were originally repealing something else? (I.E: Repeal "Repeal "Fight the Axis of Evil"")

The above was just to show what i mean. However, I know that many things can get out of hand and soon we would have
"Repeal "Repeal "Repeal "Repeal "Repeal "Repeal "Repeal "Repeal "Repeal "Repeal "Fight the Axis of Evil""""""""""

Instead, we should have a "reinstate" option on the original resolution. It would replace the repeal link on any repealed resolutions. This way, if a resolution was defeated, it can stil be brought back.

If someone wants to reinstate a repealed resolution, then, they can do so by rewriting a new one, submitting it, campaigning for it, just like a regular resolution process would occur in NS.

That way, if you want to make improvements on the original document, you can. I really doubt Sal's going to do that.
