I've been stuck as a "father knows best" state for probably my last 500 million people =]. I always select the most liberal options, but I can never get a change. Any clues?

Try doing non-liberal stuff. Once for a joke I did some pretty mean stuff with one of my puppets and I became a "moralistic democracy".

Do stuff that isn't all in one category is my guess. Otherwuse its more of your view for everything and so Father Knows Best

No, Father Knows Best is a low political freedom centrist state I believe.
